On 7 March, IOC President Jacques Rogge signed an MoU with the Dutch NOC President, André Bolhuis, concerning the 8th World Conference on Sport, Education and Culture, which will take place from 25 to 27 November this year in Amsterdam (Netherlands). Also present for the signing were the Amsterdam Sports Director, Henk Stofhof; the Director of the NOC’s International Office, Marije Dipple; and IOC Director General Christophe De Kepper.

IOC Executive Board member Mario Vázquez Raña has been re-elected as President of the Pan-American Sports Organisation (PASO), which is currently meeting in Mexico City (Mexico). He has been PASO President since 1975.

COMMISSIONS
An IOC delegation led by Nawal El Moutawakel, Chair of the Coordination Commission for the 2016 Games, met Brazilian President Dilma Rousseff in the presence of Rio 2016 President Carlos Arthur Nuzman, Gilbert Felli and Christophe Dubi, respectively IOC Olympic Games Executive Director and Sports Director. While in Rio for the fifth project review, the IOC delegation also visited the athletes’ park and attended the ceremony to announce the winner of the competition to design the golf course for these Games (see “Organising Committees” section below).

On 1 March, the Executive Committee of the International Boxing Association (AIBA) approved some key amendments made to the AIBA Technical and Competition Rules. These concern the medical examination and certification of boxers, the duties of and guidelines for competition officials, the Referee and Judges classification and certification, Field of Play management and the boxers' uniform, especially for women boxers.

With just a few months to go before the Games in London, the International Handball Federation (IHF) has launched an Olympic countdown with a series of articles on http://www.ihf.info. These include the history of allOlympic handball tournaments since 1936, a presentation of all participating teams, interviews with coaches and players and a quiz. The IHF has also revealed the names of its male and female players of the year 2011, Denmark’s Mikkel Hansen and Norway’s Heidi Løke. A combination of fans, media representatives and IHF experts voted to choose the winners.
The International Modern Pentathlon Union (UIPM) 2012 Media Guide can now be downloaded fromhttp://www.pentathlon.org. The Guide includes an overview of the history of modern pentathlon, its rules, the biographies of the top 20 athletes, the qualification system for the 2012 Games, laser shooting information and the 2011 results and world rankings.
The International Rugby Board (IRB) has launched a new Twitter service for members of the media: @IRBMedia.
The International Tennis Federation (ITF) has published a factsheet on the tennis competition at the Games in London. The competition will be held from 28 July to 5 August on the courts of the All England Lawn Tennis Club in Wimbledon. Entries will be based on the world rankings at 11 June this year, and the final list will be published on 28 June.
NATIONAL OLYMPIC COMMITTEES
The Colombian NOC reports that, from 28 February to 2 March, Cartagena hosted the annual assemblies of the Ibero-American Sports Council and the American Sports Council. Coordinated by the Director of the Colombian Sports Institute (Coldeportes), IOC member Andrés Botero Phillipsbourne, the meetings were attended by the sports ministers from the countries of the American continent, Spain and Portugal, and the agenda items included training, education, leisure and the support available in different countries through government bodies.

The Guatemalan NOC recently held its ordinary general assembly, in which 22 sports association and federation representatives took part. As well as approving the budget for 2012, the assembly officially recognised the national hockey and rugby associations.
The Japanese NOC was recently visited by Sebastian Coe, Chairman of the London Organising Committee of the Olympic Games and Paralympic Games (LOCOG). His two-day visit was part of a global campaign to meet young people and to update officials, coaches and athletes on the latest developments and preparations for the Games. At the Ajinomoto National Training Centre, Coe offered advice and encouragement to athletes from Japan and other countries, including middle-distance runners in athletics; triathletes including first-ever Youth Olympic Games champion Yuka Sato; and the Japanese rhythmic gymnastics team, who have qualified for London 2012. Coe’s visit also included a meeting with Shintaro Ishihara, Governor of Tokyo, and Tenzo Okumura, Senior Vice Minister of the Ministry of Education, Culture, Sports, Science and Technology, as well as a meeting with students from the Tokyo Metropolitan Kokusai High School.
The two-time Olympic volleyball champion and Uzbek NOC Vice-President, Vera Duyunova, died on 2 March in Tashkent. Vera Duyunova won her first gold medal at the 1968 Games in Mexico City, and a second four years later in Munich. She was also a world champion and runner-up and a World Cup winner. After her sports career she was actively involved in promoting children's and women's sport in Uzbekistan. As well as her NOC role, Vera Duyunova was President of the Olympians Association of Uzbekistan.
The Peruvian NOC, whose President is José Quiñones González, the RPP Noticias newspaper and the Peruvian Sports Institute recently selected the first members of the Peruvian Sports Hall of Fame. This ceremony was held in the presence of numerous national sports federation representatives and Olympic athletes. The Hall of Fame was officially announced during the 2011 Olympic Day celebration.
The Venezuelan NOC informs us that the Executive Committee of the Bolivarian Sports Organisation, whose President is Danilo Carrera, has confirmed the dates for the first edition of the Bolivarian Beach Games, namely from 1 to 10 November 2012. The sports programme will feature underwater activities, beach handball, canoeing, open-water swimming, surfing, water skiing, rowing, triathlon, beach football, beach volleyball, beach tennis, rugby and sailing.
ORGANISING COMMITTEES FOR THE OLYMPIC GAMES
RIO 2016
The Organising Committee for the 2016 Olympic and Paralympic Games in Rio has chosen Hanse Golf Course Design to create the golf course for the Games at which this sport will return to the Olympic programme for the first time since 1904. The course will be laid out at the Reserva de Marapendi in Barra di Tijuca, where most of the Games venues will be located, five kilometres from the Olympic Village and seven kilometres from the Main Press Centre and International Broadcast Centre. After the 2016 Games, the course will be open to the public, with the main aim of promoting golf in Brazil and creating one of the biggest legacies from these Games for Brazilian sport.
